Becoming a notary public in New York is straightforward if you follow the steps. Here is the 2026 process.
Who can become a NY notary
- Be at least 18 years old
- Be a U.S. citizen or lawful permanent resident
- Be a resident of New York or have a place of business in New York
- Have no disqualifying criminal history
Step 1: Study and pass the exam
Study the New York Notary Public License Law booklet from the Department of State, then take the exam. The exam fee is $15. (New York attorneys and court clerks are exempt from the exam.)
Step 2: Apply online
Submit your application (DOS-0033) through New York Business Express, along with your exam pass slip and the $60 filing fee.
Step 3: Complete a notarized Oath of Office

Step 4: County clerk filing
Once approved, the Department of State forwards your commission to the county clerk where you live or work, where you file your signature. The whole process usually takes 4 to 6 weeks, and your commission is valid for four years.
